Blizzard has shut down the character transfers in World of Warcraft due to overloaded servers. Apparently, the demand for low-traffic servers was high enough to cause thousands of transfers within a day of the transfers being opened.

Blizzard is still planning on allowing more transfers and copies, although it looks as though they'll need to strengthen their servers before their next attempt.

Here's what Blizzard has to say about the situation:

We'll continue monitoring the realm populations and announce the re-enabling of the character copies to the test realm, as well as the character transfers to the designated low-population realms from the eligible high-population realms, as soon as possible.
