The real reason metacritic and numerical game review scores in general are useless is, as implied above, that there is no factoring in of individual taste. (The influence that publishers often have over the critics doesn't help either.)
I quite like Cave Story even if the (unchangeable) difficulty is a little high for me. Still haven't beaten the last boss fight. I can see how some people might not like it though. Same with something like VVVVVV, where the graphics are deliberately as simple as possible.

I picked it up in the sale and finished it a few days ago. Conclusion: worth the $2.50. 
It clearly has some innovations for its day, and is fun enough for the most part. Some sections really drag on though, and others stop being fun entirely and just get annoying. (Oh yeah, and they pull the "spawn monsters behind you" routine several times, though fortunately not constantly.)
The optional high res models are quite nice, except that they make the MP5 look like an M16, which makes its low effective range even more confusing. (The 9mm pistol is, as per tradition, much more accurate somehow.)
There were a couple of bugs that I'm giving the benefit of the doubt and assuming weren't there in the original. Sometimes the enemies and NPCs would turn at a ridiculously low speed, I'd say around 30 degrees per second. This made it incredibly easy to just stay behind an enemy while shooting them, and really annoying when waiting for an NPC to follow you around a corner. And secondly, while pushing crates worked correctly, pulling them would usually send them flying across the room. Inconvenient at the best of times, and much worse when you're
So, best PC game ever at the time of its release? Not by my reckoning; I liked Unreal better, so it's not even the best PC shooter of 1998. Worth playing? Sure.

It's pretty unusual for me, so maybe it's due to a combination of having been ready to buy a new Mac Pro since late 2011, and a couple of days of travel messing with my sleep patterns.
