Has iOS removed most controls?

Everywhere I have looked so far it seems the answer is "you're out of luck" iOS will always download in the background. I am hoping someone here has found a work around for that that does not involve unplugging your device to the net.

You can also disable Cellular data for individual apps, including Settings, but I donít think that disables software updates.

Unfortunately there is not a native consumer friendly way (that I know of) to prevent iOS point releases from downloading OTA (13.0.0->13.0.1). Major releases still require WiFI (13.0->13.1). We block mesu.apple.com with a profile but these are managed devices with supervision.

I hope at some point Apple gives us some control back over this. I tend to do weekly update checks manually on other devices and would not mind on iPad also. These sudden unrequested multiple hundreds of megabyte downloads though...ugh.
