I was able to purchase and "activate" the Korean DLC, but I can't seem to get the Spain+Inca DLC!! Note that it seems all DLCs are in the Civ V package already -- so does that mean it's just some sort of 'activation' that unlocks them?
I must have went through the process of 'buying' the DLC thrice -- and yet my iTunes account doesn't show it as purchased (it shows the Korean DLC purchase alright). So what the heck is happening? Is this a problem with Civ V or the AppStore?

Alright -- got it to work, thanks to Aspyr's customer support!
Their suggestion was to log out of my AppStore account (so I did so in iTunes AND the AppStore app) and then shut down the computer (so I shut down and removed the power to my macbook pro). Restart, and try again (so I did -- without signing into either iTunes or the AppStore app, I fired up Civ V and proceeded to the DLC screen, clicked purchase and signed in with my AppleID --- and it worked!)
Problem solved!

Yeah you should be able to. I got mine to work through Steam fine.
Just go to the library tab in steam and then click the "add a game" button on the bottom left. Then in the selection click on "Activate a product on Steam". Once you've done all that follow the prompts and then type in the code you got given for the DLC.
You might already know this but I had to look up how to do it when I got the Civ V DLC because I was a bit lost
Hope this helps. Tell me if it still doesn't work though

Do you know how to verify if Steam has your DLC installed? I bought Civ V and several DLC from them months ago, all of it was installed but when I run Civ V and go to scenarios for example I only see two, Conquest of the New World and Rise of the Mongols. I do have 22 civs to choose from.
The world has changed.
I can feel it in the water,
I can feel it in the earth,
I can smell it in the air.
Much that once was is lost,
for now none live who remember.
