Delete the Stubbs folder.  Now that your permissions are fixed, recopy Stubbs from your CD to make sure everything made it over.  Bad permissions may have blocked part of the original copy.
After repairing disk permissions, I installed Stubbs from the ground up and it is still just bouncing a few times then quiting. Could the disk I have for Stubbs be bad or something?

It's starting to look that way.

Download the 10.5.8 combo updater (http://support.apple.com/kb/DL866), install it, then create a new OS X admin user account, and try launching Stubbs from within that user account.

It's a longshot, but hell, it's worth a try. It won't harm anything.

We both have G5's, mine with 10.5.8 installed and you without.  I could install and run, you couldn't... so it's at least worth a shot.  Stubbs is a lot of fun to play, lots of humor and ridiculous situations.  You shouldn't give up on it so soon.

Installed the 10.5.8 combo pack and made a new admin account and installed...it did the same thing as before. Just bounces and quits. Debating on just buying a new copy.

Dang.  Did you get any response from Aspyr support?
