Im wondering: How many people would be (seriously) interested in an international game project, on a freelance base? including all the insecurities all such things may bring.
Short description of what I would want, without describing the game itsself:
- based on the unity engine, I would require people doing art based on a specific concept art, i.e. finishing a "model" after a design (made by me), from start to finish, including animation.
- People that can program in a team. (i.e. document, start and finish other peoples work)
thats it actually. sound design I can get done myself. is there anything else to game developing aside from programmers and artists? :D oh yeah, testers. I guess Ill have enough of those.
PS: I know im being a bit "broad", Im just not trying to give away any details, thus creating false hope a.k.a. a "buzz".
PS2: yes, there would be money involved. but that doesnt say anything.

You seem to be kind of vague on the money issue. You say "yes, there would be money involved", but that indeed doesn't say anything. Is this the usual "we all split the proceeds when the game is released and wildly successful" kind of thing? In that case, you're not looking for freelancers, you're looking for volunteers. "Freelancer" doesn't mean working for free.
It means not being tied to any company.
So unless you actually have the cash to fund a small team (in which case, what the heck are you doing hanging around here?
), you're looking for a volunteer team...the Unity collaboration forum is filled with topics where people with ideas are hoping some other people will help make their game just for fun, and so far not a single one of these has ever amounted to anything, that I know of. Not to be overly harsh, but: ideas are virtually worthless; implementation is everything. The rare cases of small unfunded teams actually producing anything are usually friends who already knew each other to begin with, and wanted to do something as a group.
Hope this isn't too much of a downer, but the topic looked a bit sad sitting here with 0 replies.... The unfortunate reality is that you usually need actual paychecks and contracts to get people through the parts when the game stopped being fun to make and is just hard, boring work with no end in sight.

You could always use writers for script/plot if you don't already have that completely nailed down.

on the money thing: I cant say anything specific about it, just that it wouldnt be a voluntary project. Im looking into the matter of EU funding and such. hence the vagueness, since I dont have any real things yet.
Of course, I could try and get a local team to do everything, but as I get it, there is actually a bonus for doing these worldwide.
I have no problem implementing an idea, I just want to gather info, and if possible, a fixed team of people already, and the start is from the time the funding is secured, just like any project involving money I assume.
