1. I am slightly price sensitive as I am planning on spending between $40 to $100.
2. A separate base volume would be nice on the woofer.
3. I think 100 watts would be overkill as I live in an apartment with neighbors down below.

Actually, the Pro-Medias are a 200W system, but they do have a separate bass level control.

Given the constraints, you could try the Bose 2.0 system (I think they're down to $90 at most places) for decent sound without any of the kick for low frequencies. Otherwise, the Logitech systems you posted are serviceable (not great, but it's a popular brand for lower-cost systems). I'd recommend against monitors (you could probably get AV 30s for $100 or less) unless you have a sturdy desktop with lots of space.

Now I'm leaning towards the Logitech Z506, at a price around $71 plus shipping. Its at 75 watt system.
