Update:

Just tried using a trial version of Macdrive, OWC software that allows windows machines to read and write to Mac formatted drives. And I got to see that yes in windows I can see the drive. It shows up. It has 3 partitions Big Sur - Data (E:) is not accessible incorrect function 1.85 TB, Big Sur (F:) is not accessible incorrect function 1.85 TB. (probably one of those is the APFS container I guess?) Update (G:) which I can open and contains folder: controller, db, firmware, mnt1, software update.235wyx8la, and then some files bookmark.plist, preflight, and restore. But most of those are not able to be opened. Not accessible blah blah blah. But that's something, not nothing.

Unfortunately with this SSD using APFS I can't do anything to this drive in Windows, even reading what's on the drive is in beta and has been since 2017. So while its nice to know that the drive kind of works not much I can do. I still can't see it on the Mac side at all. And programs like Techtool Pro and Disk Warrior don't have trials and are upfront about not fully supporting APFS, its why I said maybe formatting this drive as APFS was a mistake. Apple has apparently not released full documentation for the the APFS and thus that's why there aren't any 3rd party programs that can do much. So I'm not sure what programs I can use to find a SSD that refuses to show up through normal means.

To be clear under macOS disk utility the drive doesn't show up even if you select "show all devices" instead of "show only volumes"?

It does not show under any circumstances in MacOS. Not in Disk Utility, whether I have selected show only volumes or show all devices. The only thing that is listed is my internal drive (Fusion Drive) and my bootcamp partition. No external drive listed. It's the same no show in system report, or in finder, or on the desktop, or when using terminal command diskutil list. As far as MacOS is concerned there is no SSD.

This is one of the major concerns in Big Sur, big securuty gape. In particuliar, redirect viruses like Yahoo redirect explot it intensively. Yahoo, of course, is not a virus, it is just used to cover a sequence of redirects that collect private data and inject malicious code.The viral code comes bundled with apps disguised as Apple native software. They fake Apple certificates and GUI.
Luckily, it is fixed in Big Sur 11.2.
