Has iOS removed most controls?

I dont tend to keep up with iOS all that much, but I do have an iPad for work. I am on a data plan and noticed the blasted thing downloaded nearly a 1gig update without my telling it to do so (auto-updates off). Is there any way to prevent background downloads that burn through data like that? That is really annoying on the part of apple to assume everyone everywhere has the plan and money to just download gigs of software without consent because they need to push I point release.

Everywhere I have looked so far it seems the answer is "you're out of luck" iOS will always download in the background. I am hoping someone here has found a work around for that that does not involve unplugging your device to the net.

OS upgrade on a Macbook Air 2015 i5 Model

I typically upgrade to the latest and greatest version of OS for my Macs but recently (since about 2014) I have been very wary of doing this. Software gets unsupported and other such inconveniences really dampen my enthusiasm for putting my laptops through these OS upgrades.

However, as I am tethered to my iPad for a plethora of functions, mostly work related, it is becoming clear that I need to upgrade my OS to keep some compatibility stable with my tablet, specially when using Keynote and Pages.

What OS would you guys recommend I upgrade this old workhorse up to and what costs would there be to doing so for other software (in terms of dropped support and such)?

More importantly though would an upgrade to a newer OS really hit the speed and performance I have grown accustomed to under my current OS?

Presently I am running:

MacOS: 10.11.6 El Capitan
8Gigs of Ram
1.6ghz i5
13" monitor
