There's the issue: I was expecting the non-GOG friends to turn up under "Friends" on the left in the screenshot, not in a separate list on the right.

This list only is visible when the window is wider than 1501 pixels (3002 at HiDPI), which is wider than my screen (2880 px).

Ah, you need to add your non-GOG friends manually to your GOG friend list? In that case, this indeed works somewhat differently than I thought.

Not really. There are a few games where the saved gamestates are in the game's individual folder and hence technically in there, but when you plan to move the whole games, that shouldn't be a problem.

You'll need the manifest file from ~/Application Support/Steam/SteamApps/ and the game's folder from the "common" subfolder at that location. The manifest file is called something like "appmanifest_49520.acf" where the number (49520 in this case) is the AppID of the game, here Borderlands 2. You can find that number either on sites like SteamDB or simply in the URL of the Steam store page of that game, e.g. https://store.steampowered.com/app/49520/Borderlands_2/.
