You can't really say what graphics capability people 'need' without talking about what they want to do with their computer. They might be a casual user, but if they want to play most games at all, they need something better than integrated graphics. Even if they only pick up the occasional game, it's still a severe disappointment when it turns out they can't run it or it runs terribly on their system. The developers or publishers are also in a bind because a huge chunk of their potential market is invalidated.
So yeah, they don't 'need' it. But Apple having to shell out probably $20 at most for a low end dedicated GPU would still make things that much better. But of course, that wouldn't be an all-in-one solution from Intel, so it's unlikely.
