Safari, on my wife's 2018 MacBook Air (refurb), opens yet is unresponsive. Requires a force-quit. She tried restarting the machine but got an error message that referenced Safari. You can maneuver in and between other apps, including opening, and surfing web on, Chrome.
Any ideas? My search skills have only found references to the force-quit command, resetting PRAM, etc.

Corrupted cache/preferences? Try deleting the caches.
Adware? I've had good luck using Malwarebytes when a family member got infected. It's free for the basic scan and repair.

<p>Don't know if this will help, but it's worth a shot.
1. Launch Safari with the [Shift] key pressed (this will keep Safari from trying to open the last page it visited).
2. Under the 'Develop' menu, select the option to 'Empty Caches'.
3. In Safari's preferences, under 'Security' tab, turn OFF Javascript by unchecking it.
4. In Safari's preferences, under the 'Privacy' tab, click the button to 'Remove All Website Data'
5. Quit Safari.
6. Re-open Safari and see if it's working now.
