Hi,
I am using Mac OS 10.14 on my Macbook. Yesterday I was trying to format via disk utility. It’s not formatting, Is there any other option to format?

Yes, there is. You can use Terminal to format a disk. Google should give you enough articles that describe how to do it. Find one and make sure you understand it, because you don't want to format the wrong disk. Just do exactly like they say in the article, so be careful with capitalisation and the use of spaces.

What are you trying to achieve? Disk Utility works just fine or formatting, so it is likely an error 40.
